Controlling for youth characteristics, youth who LEFT care were at roughly three times the hazard of homelessness compared with those who remained in extended foster care past their 19th birthday (HR ≈ 3); transitional supportive housing (HR 0.20) and therapeutic foster care settings (HR 0.19) showed the lowest hazards. Extended foster care — particularly its supported living arrangements — reduces homelessness risk during the transition.

None of the designs randomize care exit, so selection into leaving versus remaining in care (and into EFC states) can bias estimates in either direction; the state-level analysis measures all youth homelessness (a proxy), not former-foster-youth homelessness directly; alumni studies describe pre-Fostering Connections cohorts; and NSCAW II's aged-out subsample is modest. Outcome definitions (literal homelessness vs instability) differ across studies and explain part of the disagreement.
