There is settled scientific agreement that early-childhood lead exposure impairs cognitive and behavioral development, and that no safe blood-lead level has been established in children — the CDC, AAP, and WHO all set a reference value rather than a safe threshold. The relationship is graded (more lead, more harm), holds across countries and decades, and is supported not only by observational cohorts but by the natural experiment of the leaded-gasoline phase-out, so it reflects a causal effect and not mere correlation. What remains debated is only the precise size of the effect at the very lowest exposures, not whether the harm is real.

What This Claim Does NOT Say

Does not establish that any specific clinical or educational intervention reverses lead-associated deficits; remediation evidence is separate and limited.
Does not claim lead is the sole or primary driver of any individual child's outcome; effects are population-level and, at the lowest exposures, partly confounded by socioeconomic factors.
Does not transfer the magnitude of harm from high historical exposures to assert an equivalent effect size at today's lower population exposures.

Scope — Where It Holds

Population-level. The dose-response is supralinear — the greatest marginal harm occurs at the lowest exposures. Causal direction is supported beyond observational association by quasi-experimental evidence (e.g., the phase-out of leaded gasoline). Residual confounding by maternal IQ and socioeconomic status persists at the very lowest measured exposures (<5 ug/dL), where some cohorts attenuate after adjustment.
