Contested. Test-score gains fade, yet quasi-experimental studies find durable adult benefits; the mechanism and causal magnitude are debated.
Built on sibling-fixed-effects and program-rollout designs showing adult gains despite test-score fadeout: a young-adult outcome index (+0.23 SD; Deming, 2009), large schooling/college gains (Bailey et al., 2020), and higher earnings and better health to midlife (Thompson, 2018). The fadeout literature shows initial cognitive gains converge with non-participants and that persistence is contingent on later school quality (Currie & Thomas, 2000; Abenavoli, 2019). Designs are observational/quasi-experimental, not randomized at the program level.
