Drawn from the MTO randomized experiment (Kling 2004; Ludwig 2013 — health gains, economic null overall, heterogeneity by age and gender), a quasi-experimental public-housing demolition (Chyn 2018 — displaced children earn more, fewer arrests), and the CMTO experiment (Bergman 2019 — counseling tripled opportunity moves). Effects are largest for younger movers; voucher-only offers underperform offers paired with counseling and search assistance.
