The operative claimCourt-ordered school desegregation produced lasting improvements in Black students' educational attainment, earnings, and health, and contemporary school segregation is associated with wider racial achievement gaps — largely because segregation concentrates minority students in under-resourced, high-poverty schools, rather than through racial composition per se.
Established that desegregation improved Black students' long-run attainment, earnings, and health and that segregation concentrates disadvantage; the contested edges are the mechanism (racial mixing vs resources/poverty) and short-run test-score effects.

Using event studies on large linked Census/Social Security samples, Black Americans with more childhood exposure to court-ordered desegregation had large improvements in adult human capital and labor-market outcomes versus older Black peers; no comparable changes for whites or for those past school age, with effects strongly concentrated in the South.

When Charlotte-Mecklenburg ended race-based busing, students assigned to more-minority schools scored lower and (for whites) had lower graduation and 4-year college attendance, while minority males saw large, persistent increases in crime; compensatory resources mitigated achievement effects but not crime — the end of busing widened racial inequality.

Short-run test-score effects are mixed and sometimes negative amid resistance (e.g., early busing studies); much of the long-run benefit is mediated by resources, so integration without resource equalization may underperform; effects are concentrated among Black students and in the South; and modern remedies are constrained by Milliken's interdistrict limits and residential segregation. The rating is of the resource-mediated long-run benefit and the segregation-gap association, not of racial composition as an independent cause.
