Agreement that systematic phonics is an essential component of beginning reading; the contested edge is its claimed superiority over all alternatives and the degree of transfer to comprehension, not its inclusion.
Population-level, synthesized from meta-analyses of randomized and quasi-experimental classroom trials. The benefit is moderate in magnitude (National Reading Panel pooled d~=0.41 for reading; ~0.55 when begun before first grade) and is strongest for foundational decoding/word reading and for at-risk and dyslexic readers; it transfers less to reading comprehension and least to readers with cognitive limitations. Phonics is necessary but not sufficient — it works within a comprehensive program that also builds phonemic awareness, fluency, vocabulary, and comprehension.
