The operative claimJuveniles adjudicated for sexual offenses sexually reoffend at low rates — pooled official rates of roughly 3–10% over about five years, indistinguishable from the sexual-offense rates of other delinquent youth — while their general (nonsexual) reoffending is several times higher, and individual prediction of juvenile sexual recidivism has only modest accuracy.
Research consistently shows that youth adjudicated for sexual offenses rarely reoffend sexually — official rates of roughly 3–10% over about five years, no higher than the sexual-offense rates of other delinquent youth — while their general reoffending is several times more common. The scientific community treats juvenile sexual offending primarily as a marker of general delinquency and adolescent immaturity, not of fixed sexual deviance, and regards individual prediction of sexual reoffending as modest at best.
Applies to youth adjudicated or referred for sexual offenses, measured by official records (arrest/conviction/charge) over follow-ups of roughly 2–12 years. Rates rise somewhat with longer follow-up windows and vary with study characteristics; official records undercount undetected offending. Weighted pooled mean recidivism: general .44, violent .18, sexual .08. Sexual recidivism rates have been consistently LOW across eight decades (no evidence of decline because they were never high). The authors conclude that adult-like public-safety strategies (registration-style responses) are misguided for this population: sexual recidivism is unlikely, and such strategies do not address the general criminogenic needs that explain the far higher general recidivism.

Weighted mean sexual recidivism 7.08% (SD 3.9%) versus weighted mean general recidivism 43.4% (SD 18.9%) over ~5 years. Neither level of secured placement nor arrest-vs-conviction outcome definition significantly influenced sexual recidivism rates. This is the meta-analysis the Pennsylvania Supreme Court relied on in In re J.B. (107 A.3d 1, 2014) to hold the high-risk presumption "not universally true."

Official records undercount undetected and unreported sexual offending, so true rates are higher than measured rates by an unknown margin; longer follow-ups yield somewhat higher rates. Meta-analytic pools overlap in underlying samples and are heterogeneous across eras, jurisdictions, and outcome definitions. A small subgroup of youth with persistent sexual deviance does exist, and group base rates cannot rule any individual in or out — individualized assessment remains necessary and imperfect.
Over 5 years, 6.8% of juvenile sex offenders had a new sexual offense charge versus 5.7% of non-sexual delinquents — a non-significant difference. Juvenile sex offenders were nearly 10 times more likely to be charged with a nonsexual than a sexual offense, and 85% of all new sexual offenses in the follow-up were committed by the NON-sex-offending delinquents. A sexual adjudication was not a meaningful marker of future sexual danger.

Total scores on the specialized juvenile risk tools (J-SOAP-II, ERASOR, J-SORRAT-II) and the adult Static-99 significantly but only modestly predicted sexual reoffending: aggregated correlations .12–.20 and AUCs .64–.67, with moderate-to-high heterogeneity and no significant differences between tools. Individual-level prediction of which adolescent will sexually reoffend is of modest accuracy at best.
Bearing on this claim: Prediction-tool meta-analysis (33 studies): specialized instruments forecast adolescent sexual reoffending with only modest accuracy (AUC .64–.67).
